When you arrive at the Westcliff Camp for the first time, you should seek out Barnum. He can be found on a hill overlooking the area. After chatting with him, give him 5,000 gold to invest in the area’s development. This might seem steep and there is no immediate reward or sign of progress however, it is definitely worth doing.
Later on in the main questline, after you complete the ‘Hero of Skill’ quest, you will notce that Westcliff will have developed significantly during your absence and once you return, it will have transformed from a small camp in front of the Crucible, to a small town.
Barnum can be found near the wooden tower overlooking the camp.
