In the Kadara Slums, on the second floor of the building complex to the west, just outside of a door leading to Tartarus you’ll find a Disillusioned Outlaw who will suggest you familiarize yourself with Outlaw weaponry by crafting either a Sandstorm, Sidewinder or Vanquisher. When you craft such a weapon, you’ll be rewarded with 270 XP.
Talk to a Disillusioned Outlaw outside Tartarus (left) then build one of the Outlaw weapons he recommends (right).
