From the Lifepod, swim southeast until you find some spires.
This bunker is in a cave at the base of a particularly large one, roughly 230 meters southeast of the Lifepod.

One of the easier-to-find bunkers in the game, it’s about 230 meters southeast of the Lifepod. Find it is made even easier as the Welcome Center (about 85 meters southeast of the Lifepod) serves as a landmark along the way. Just swim over to the Welcome Center, then keep swimming southeast. The seafloor will lower shortly past the Welcome Center, but the depth here still isn’t too scary - especially not compared to the Colonist Bunker (Unauthorized NOA Modification).
You should also start seeing stone spires rising from the seafloor, one of which is your destination. There are lots of these spires about, but keep going due southeast to find a larger spire that breaks the surface of the water, with a ring of stone rising around its base. The interior of this stone ring surrounding the spire is hollow, leading to a cave, inside of which you’ll find the hatch to this bunker - just look for the red light of the bunker hatch to guide you once you’re at the base of the stone spire to find it.

There are a few goodies inside this bunker, including a Repair Tool scan on a desk opposite the hatch along with the ”Aberrant NoA Reports” data download, and a Floor Locker, Bioreactor and Single Bed to the right (including the Chap black box on the pillow of the bed). There’s also a chest to the right that should yield a functional Basic Battery. Most importantly, however, is the Biobed to the left, which is a scan you can get as well as a device you can interact with to permanently increase your inventory capacity.
