The Charm talent is used in conversations for primarily Paragon dialogue options and choices. It is used to persuade people, give compliments and can even unlock Store Discounts from certain vendors. It can be used to diffuse tense situations and for diplomacy especially among squabbling squad mates.
Accruing Paragon points increases the ranks available in Charm and you also get extra Charm points for becoming a Spectre. You can earn the Charismatic achievement for resolving a seemingly impossible situation. You can acquire 4 points in Charm by gaining 75% Paragon points so there is no real need to put ability points in all 12 levels and these ability points do carry over to subsequent playthroughs if you intend to max out the stat.
