Forging from Scratch is a mandatory Sub-Quest in Ulzebek.

Once you’ve returned to Ulzebek after the Renan attack on Mosgul, you’ll be forced to accept this Sub-Quest from Dyron. He informs you that you can have some work done on your weapons at Blacksmiths found at Inns. Take him up on his advice and head to the nearby Inn to find one such man who will then teach you the basics of weapon forging. You can only forge a Long Sword for Iron Mask at this point but keep an eye on new Materials dropped from enemies as you progress through the game to keep upgrading your weapons.
