Shionne the Fashion Critic is a Sub-Quest in Ulzebek.

Following the events at Glanymede Castle, you’ll find yourself back in Ulzebek. Once you regain control, head towards the fountain in the center of town and you’ll find the Handsome Nobleman nearby. He asks Shionne for advice about his current attire and you’ll get the choice to pick a new one out for him, choose whichever one you like, your choice has no consequence to the completion of this Sub-Quest. That’s all for this Sub-Quest, you’ll have to visit the Handsome Nobleman when he’s procured the clothes. This won’t happen until much later in the game, following the events at Ganath Haros.
