Once you’ve made in into Ordis during the 6/17 - Field Exercises, go into Strauss Orbal Factory to speak with Strauss to accept the Quest. Proceed a little bit further into the story until you reach Auros Coastal Road, then go down onto the beach to find the Jade Shells needed for the quest. Return to Ordis and give the Shells to Strauss to complete the quest.
