The gold standard for casters, it’s the only thing you can gird your loins with that offers +1 To All Skills, +Faster Cast Rate and Increased Max Mana. it’s also unfortunately fairly rare, even among unique items. Hell Mephisto can drop it (as can Blood Raven, oddly enough), but you can also find it in aLv85 areas (Mausoleum, The Pit, Ancient Tunnels, Chaos Sanctuary, etc.)
Arguably the best caster belt in the game, Arachnid Mesh offers +Skills and +Cast Rate.
