There are several of these rooted machines throughout the Cut; they remain stationary and are often surrounded by other Daemonic machines. The control towers have a strange resemblance to that of a plant or flower, with a Cooling Element built in and three Override Points at its base.

These towers are not built to be offensive machines, but simply to repair other machines with a regulated pulse that covers the area. They can also provide shock resistance to machines as well as stun those that have been overridden.

Disabling the Cooling Element will remove all of these abilities, just as overriding the Tower will do the same.
