The next mission is level 22 and Moglin will let you know if you’re sufficiently prepared for it. If you find yourself lacking in levels (within at least two of the requirement) then you should replay some missions from the Title Screen.
Jump on an airship, select the Iscah Region, then proceed to the town of Rokol marked on your map. You should get some weapons from the merchant here if you haven’t already got strong gear. Follow the marker to the soldier stood beside the Magitek Armor to begin the mission.
