Feran will ask you to kill someone in a city and then frame the Dawnguards by planting a letter on the corpse of your target. The killing must take place in public for it to count and whilst they do offer an optional task of making it a ‘high value’ target, the fact that this doesn’t offer a better reward means it’s a waste of your time to go for such a more complex target.

You’ll be given Dawnguard armor to complete this task with and note that you’ll also attract a bounty of 1,000 gold once you’re seen in public killing someone.
