Celestic Town takes some time to reach, in the northern part of Sinnoh, but there’s some important story to be covered here in Pokémon Brilliant Diamond & Shining Pearl.
Main Story¶
The first thing you’ll want to do here is find Cynthia’s grandmother - but to do that, you’ll have to battle the Galactic grunt who seems to be guarding the cave in the center of town.

Once you’ve defeated him, head inside and examine the paintings on the far wall. Cynthia’s grandmother will approach you, allowing you to deliver the Old Charm and, in return, she’ll give you Surf (TM95).

The Galactic Grunt’s Pokémon¶
Beautifly is easy to take out with a well-placed Fire-type move. 
Croagunk can be a tad more difficult, but if you’ve reached this point in the game, a Galactic grunt shouldn’t pose too much trouble.
Items¶
Although you’ll be told to head back to Hearthome City and face the Gym Leader there, there are a few more items to pick up before you do.
Poké Mart¶
Like every town, there’s a Poké Mart here. More items will unlock when you have more badges, but on your first visit, here’s what you can find here.

Other Items¶
There are a few other items to be picked up too. These are mostly from the man inside the shop, who will sell you different battle items depending on the day and time.

Other Locations¶
There’s not much else to see or do in Celestic Town, with the exception of NPCs in the different homes giving out various game tips. If you’ve gotten Surf, bought all you need to from the Poké Mart and picked up a battle item, then heal up at the Pokémon Center and head back to Hearthome City to get your fifth Gym Badge.
