This isn’t so much a quest as much as it’s a notification of other, more interesting content posing as a quest. Artisans of the North Narlmarches will start after you claim the North Narlmarches and found a village there, informing you that there may, in fact, be new artisans to recruit in your new territory. Make your way over to your village in the North Narlmarches once it’s established and you’ll find [Kimo Tavon] and [Sharel], both of whom you should talk to and recruit to complete this “quest”.
