Upon reaching Chapter 8, Swift Solutions will gain some new citizens for your kingdom that he can scout. Complete enough errands to gain the necessary amount of Tokens of Gratitude (listed above) to get this quest. All you have to do is then speak to the citizen to have them join your kingdom. Da Xing can be found right next to the Lucky Lotus Item Emporium.
