as it will increase your Ministry of War rank
Phorkys, who is a soldier in Hydropolis, has been swamped with adoring fans once Thaumus left the city. He will gladly accept your offer to join your kingdom, but his admirers won’t let him unless the kingdom is of a certain military standard first. What this basically means is that your Ministry of War needs to be at an A Rank or above. To do this, you simply need to upgrade and perform research in the following facilities: Weapon Workshop, Barracks/Elite Barracks, and Basic/Officer’s Training Ground. You should have been doing this from the start, anyways, so it should already be done. Whether you did or not, return to Phorkys to finish the quest.
