Upon reaching Chapter 9, Swift Solutions will gain some new citizens for your kingdom that he can scout. Complete enough errands to gain the necessary amount of Tokens of Gratitude (listed above) to get this quest. All you have to do is then speak to the citizen to have them join your kingdom. Klaus can be found on the upper ring of the map, to the east of the food vendor.
