In the middle of the Little China district, in Watson. Fast-travel to the Metro: Farrier St. fast travel terminal and from there head down the sidewalk to the west, shortly crossing a street (Drake Ave.). Shortly after you cross the street a concrete barrier will divide the sidewalk - pick the interior path (near the buildings, not near the road) and go down two flights of stairs. After the second flight of stairs, turn right to find a dead cop in a doorway. On the NCPD officer’s body you’ll find the Anti-Puncture Neotac Pants with Composite Lining legendary armor.
