In the middle of Kabuki, Watson. Fast travel to the Bellevue Overwalk fast travel terminal and from there turn left to spot some stairs going up. Ascend them and keep going straight to find a corpse, upon which you’ll find either the Reinforced Composite-Lined Rocker Foldtop (if your protagonist has a female body) or the Duolayer Polyamide Rocker Vest (if your protagonist has a male body). One of the few gender-variable pieces of armor in the game.
