This Shrine is under a boulder you must blast by attracting lightning

Qukah Nata Shrine¶
This Shrine is only accessed once you have completed the Shrine Quest “A Song of Storms”, which you can receive from Kass. Learn how to complete the Shrine Quest here.
Once you enter the Shrine, there is no puzzle. I guess getting lightning to strike the rock was considered a fair enough trial. Open the treasure chest inside for Rubber Tights, part of the rubber armor set. Then go get your Spirit Orb from the monk.
