The Water Flan is a fiend that can be found around Besaid, one of the first areas you will visit in the main story. You will get a tutorial battle with one of these, where you will learn it has high physical defense. The most effective way of bringing the Water Flan down is with Thunder magic. The Water Flan is probably the first normal fiend that can use a skill, as it will cast Water on a random character.
