You will likely run into the Thunder Flan more often on Mushroom Rock Road, but it is possible to encounter them in the Oldroad areas of Mi’ihen Highroad. Like all other Flans in the game, they are highly resistant to physical attacks, so it’s best to take them out with magic (weak to Water). The only thing it will do is cast Thunder on a single character on every of its turn.
