The Buer can be found through the Thunder Plains and is a flying fiend, so using someone like Wakka is ideal for taking it out. It also has a high magic defense, but a strong Lulu should be able to take it down with a Watera spell. The one thing to watch out for with the Buer’s attack is that it can sometimes inflict Confusion, which is one of the more annoying ailments to deal with in this game, especially if a strong, physical attacker is the one confused.
