The Ice Flan can be found in Lake Macalania, which is the area just past Macalania Woods. As with all of the other Flans in the game, it is resistant to physical attacks and weak to its opposite element, which is Fire in this case. All other elements are either halved (Thunder/Water), or the Ice Flan absorbs it (Ice). Thus, Lulu should be the one to take care of this fiend, with Fira. The only attack it can do is cast Blizzara on a single character, so using Silence Attack with Wakka will effectively make it do nothing.
