You can find the Mech Gunner in the Sanubia Desert. It doesn’t do anything special, in the way of attacks, although it does have a high attack value. Since it is a machina, a simple Steal will dismantle it and cause it to be defeated, although Thunder is also good to use against it. However, it’s best to stick with Steal, since it does have high HP.
