You will find the Warrior Monk with the flamethrower at the wedding in Bevelle, as well as on the Highbridge after finishing up Via Purifico. The only real difference, besides some minor stats, between the Rifle version is that the Flamethrower version hits all enemies with their attack. They have nothing special in terms of stats or anything, so you can use whatever you want to bring them down.
