You will find the Vouivre in the Oldroad section of the Mi’ihen Highroad, as well as the Mushroom Rock Road. Despite having a weakness to Ice, it is resistant to magical attacks, so it’s best to stick to normal attacks. Actually, you will need weapons with Piercing on them to deal any significant damage, so use characters like Auron and Kimahri. Their normal attacks have a chance to inflict Slow, and they can use a fire-based Breath on the entire party.
