Talk to the nearby crowd¶
With Kokomi now rested thanks to the Traveler and Paimons help, it’s time to go to the location of the Victory Feast which is located on the beach southwest of Bourou Village. Listen to Kokomi’s speech about the victory against the Shogun’s Army and bringing the Vision Hunt Decree to a stop, then speak with Hirai and Kabasawa to gather any new information whilst everyone is in a good mood.

Defeat Kouzen¶
Hirai seems happy as he finally starts fishing again with the war being over, but Kabasawa brings a soldier acting strangely to your attention. Speak with him and you’ll come to realize that he isn’t so pleased about everyone talking about peace, but before you can get any more information from him he’ll request you fight him in a duel.
Take him down using the Travelers powerful Elemental Attacks, then he’ll finally tell you that the Tenryou Commission working with the Fatui in secret is all made up in an attempt to kick start another war. Quickly return to Kokomi and inform with this recent discovery to bring this quest to a close.
